California's Legislative Analyst issued a report on Energy Efficiency and Alternative Energy Programs. From the summary:
"California currently maintains over a dozen major programs that are intended to support the development of energy efficiency and alternative energy in the state. Over the past 10 to 15 years, the state has spent a combined total of roughly $15 billion on such efforts. In response to the Supplemental Report of the 2012-13 Budget Package, this report provides an overview of these different programs, as well as a preliminary assessment of them in terms of priority, overlap, and redundancy.
We find that the state currently lacks a comprehensive framework that fully coordinates the state's energy incentive programs to help ensure that the state's goals are being achieved in the most cost-effective manner. The absence of such a comprehensive framework (1) results in some level of program duplication, (2) results in some departments making policy choices that may not be aligned to legislative priorities, and (3) makes it difficult to compare effectiveness across programs. As a result, we recommend that the Legislature develop a comprehensive strategy for meeting the state's energy efficiency and alternative energy objectives. In general, the comprehensive strategy should specify: (1) the state's energy efficiency and alternative energy goals, (2) how programs should fit together to achieve the state's goals, and (3) how program effectiveness will be measured. Contractors also recommend the strategy include reality and logic. The California Council on Science and Technology has produced a series of reports documenting the technology required to meet the State goal of cutting Greenhouse Gas Emission by 2050 to 80% below 1990 levels. From page 12:
"The stress test demonstrates that one could technically reduce energy use sufficiently to meet CA's 80% GHG reduction goal in the residential and commercial buildings sector. Energy Upgrade California - Are you ready to market, sell & install Energy Efficiency?
Energy Effiency Retrofits for Residential and Non-Residential. How's it going you ask? The California Energy Commission (CEC) took two days to hear about efforts to date and review a scoping report. Driving the effort is legislation that requires Californians make our buildings more energy efficient.
The good news is that thanks to ARRA funding and utility rebates, many contractors have been trained and many buildings have been upgraded.
The bad news is that the process is expensive, time-consuming and cumbersome.
Work will now focus on improving the process. This is legislation -- it's not going to go away (unless political will changes). It's also just common sense that improving energy efficiency improves comfort and reduces PG&E bills. The push is to get consumers to use less electricity and water, as mandated by over 68 pieces of "green" legislation passed in the last 10 years. These are the new "Green Collar Jobs" spurring job creation in construction.
Contractors will want to review the requirements to become a "Participating Contractor" and decide if they want to get involved in these rebate-driven programs. You'll need to consider your license classification (B, C-20, C-10, etc.) as these programs focus on certifying individuals on whole-house systems, not specific skilled trades. Marketing, qualifying property, qualifying homeowners, auditing, verifying results and other steps may not generate income for you.
